ABANDONED VEHICLE SALE
NOTICE IS HEREBY GIVEN that the following motor vehicle
will be sold by public sale on Wednesday, February 22, 2012, at 10:00
a.m.
2002 Chrysler Sebring • VIN: 1C3EL46R42N145837
The sale will be conducted on the steps of the Big Horn County
Courthouse, Basin, Wyoming, by the Big Horn County Sheriff for cash
only. The purpose of this sale is to satisfy lien on said vehicle in the
amount of $8,073.00 for transportation, storage and the costs of this
sale. Said sale shall be made pursuant to W.S. 31-13-109.

NOTICE OF FINAL PAYMENT
Pursuant to W.S. 16-6-116, notice is hereby given that the Big
Horn County School District #2 has accepted the work on the Big
Horn School District #2, Lovell High School Parking Lot Paving
Project, PME-031102, in Lovell, WY as completed according to the
plans and specifications and rules set forth in the contract and that
Century Construction Companies, Inc. is entitled to final settlement
therefore. Upon the 41 st day (March 20, 2012) after the first publication
of this notice, the Big Horn School District #2, under whose direction
of supervision the work has been carried out will pay to Century
Construction Companies, Inc. the full amount due under the contract.
All persons, firms, or corporations who have any claims for work done
or materials furnished on said public work are hereby notified that
final payment will be made to Century Construction Companies, Inc.
in accordance with the terms of the contract on March 20, 2012. This
section does not relieve Century Construction Companies, Inc. and
the sureties on their bond from any claims of work or labor done or
materials or supplies furnished in the execution of the contract.

RESOLUTION #2012-1
A RESOLUTION REGARDINGTHE RECEPTION OF
CELL PHONE SIGNALS IN REMOTE RURAL AREAS: THE
US FEDERAL COMMUNICATIONS COMMISSION IS
REQUESTED TO CONSIDER SUPPORTING A (FEDERAL)
GOVERNMENT SUBSIDY TO FUND THE CONSTRUCTION
AND ON-GOING OPERATION OF CELL PHONE TOWERS,
AND RELATED EQUIPMENT, IN SAID RURALAREAS
WHEREAS, the Governing Body of the Town of Frannie,
Wyoming has observed the quality of said reception, within our
Town, as varying between poor and non-existent. The Governing
Body also notes this same observation has been made by several
of our residents.
WHEREAS, the Governing Body of the Town of Frannie,
Wyoming has observed there are, at least, two locations in, and
near, our Town which appear to have the potential for a suitable
cell phone transmitting/receiving location: (1) Atop the water
tower in our town, and (2) on federally owned land.
WHEREAS, satellite-based cell phones are not within the
financial means of our residents to acquire.
NOW, THEREFORE, BE IT RESOLVED, the Governing
Body of the Town of Frannie, Wyoming urges Chairman Julius
Genachowski, of the US Federal Communications Commission
CFCC"), and Mr. Rick Kaplan, Chief of the FCC's Wireless
Telecommunications Bureau, to undertake the following: (1) An
examination of the Telecommunications Act of 1996, and the
mandates creating the Universal Service Fund ("USF"), for the
purpose of determining if authority exists to utilize USF funds for
the purpose of said subsidy, or if other government funds may be
utilized.
(2) In the event no authority for funding of said subsidy is
found the FCC's Wireless Telecommunications Bureau, with the
backing of the Commission as a whole, recommends legislation
to authorize said subsidies. 6t h
