COMMISSIONERS' REGULAR BOARD MEETING for January 17,
2012

Meeting was called to order at 9:00 a.m., by: Chairman
Ewen; followed by the Pledge of Allegiance._
Chairman Ewen recognized guests.
Motion to approve the agenda was made by Thomas S.
Hinm; seconded by Keith Grant; motion passed unanimously.
Motion to approve the January 3, 2011 Minutes as was
made by Keith Grant; seconded by Thomas S. Hinman; motion
passed unanimously.
William Bridges, Pryor Mountain Engineering: William
Bridges reported to the Commissioners that he received mail from
State Homeland Security regarding four bridge projects needing to be
completed by Jan. 22, 2012. He reported that the Trapper Creek Bridge
and Beaver Creek Road projects were done. The Horse Creek Bridge
and Road 27 projects still need to be completed. He will send a letter to
Carol at the State Homeland Security Office requesting an extension of
time for completion of the projects. He also advised the Commissioners
that the Contractor for the Elk Creek project still hadn't started work
on the project and was planning to meet with the Contractor next week
to discuss the tentative start date in February. He also reported that
the Davis Road Bridge project work had begun. Chairman Ewen said
the Commissioners were receiving a lot of questions from residents
regarding concerns on road work and issues not being done on the
South end of the County. William Bridges said there is already a
"Priority List" addressing road work and scheduling. He said he will
contact the Road & Bridge Department regarding this "Priority List"
and ask the Department to work more closely with his office to ensure
the work will be done in a timely manner, according to priority. He will
present a copy of the "Priority List" to the next Commissioners at their
next meeting to review. William Bridges also gave an update on airport
issues. He handed out copies and reviewed with the Commissioners
correspondence sent to Harold Sheppard dba Sheppard Trucking on
January 3, 2012, as well as correspondence received via facsimile from
the Law Office of Virginia Curtis Lee PLLC on Wednesday, January
11, 2012, in response to that letter. He felt it would be important,
from this point forward, to get Attorney Michelle Burns involved with
correspondence exchanged with Sheppard's. He said he would check
with Rick Patton on boundary lines with Hawkins and Powers' land at
the south airport. William Bridges also reported that EPA had removed
all their barrels and cleaned up the area. He also asked them to replace
the lock for security reasons.
Big Horn County Cold SDrinP_s Road Reconstruction Proiect
#PME-120901: Motion was made by Keith Grant and seconded
by Thomas S. Hinman to authorize and approve Chairman Ewen
to sign the Big Horn County Cold Springs Road Reconslruction
Project #PME-120901 outside of the meeting after it is approved
and returned by Attorney Michelle Burns. Motion passed
unanimously.
Five Big Horn County. Wyoming Utility License AvDlications
Amended on 5/3/2011:
Motion was made by Thomas S. Hinman and seconded by
Keith Grant to approve five Big Horn County, Wyoming Utility
License Applications Amended on 5/3/2011 for Applicant TCT
West, Inc., at locations Section 9, T.52N., R.93W., at Shady
Lane 9-219; Spur Road; Sage Brush Lane; Horse Shoe Lane;
Rim Rock Road (Lower Shell Creek Road), to install buried
telecommunication facilities to the residents on April 2, 2012 or
as the weather permits. Motion passed unanimously.
Big Horn County. Wvomin Avolication For Permit to
Construct Access Driveway: Motion was made by Keith Grant
and seconded by Thomas S. Hinman to authorize and approve
Chairman Ewen to sign, outside of the meeting, the Big
Horn County, Wyoming Application For Permit to Construct
Access Driveway at County Road No. 68, in Big Horn County,
approximately 6.15 miles South from U.S. Hwy 14A (intersection
with the Crystal Creek Road) for ingress or egress to a haul road
access drive width of 60ft., East side of the County Road to place
a 60"/60' length culvert in the drainage crossing. Motion passed
unanimously.
Motion was made by Keith Grant and seconded by Thomas

unanimously.

Resumed at: 10:15 a.m.
Dori Noyes, County Clerk, Marquerite Van Dyke and Carol
Willard, Clerk's Deputies: Dori Noyes presented an amended notice
of heating and amended resolution of a budget transfer. This transfer
was made necessary due to unexpected requirements not reasonably
foreseeable at the time the 2011-1012 Budget was adopted.
Motion was made by Keith Grant and seconded by Thomas
S. Hinman to approve the Amended Notice of Hearing (NOH #6,
2011-2012) January 12, 2012, and the Amended Resolution
2011-2012 TF #6 (January 17, 2012). Motion passed
unanimously.

WHEREAS, it appears that by reason of unexpected requirements
not reasonably foreseeable at the time the 2011-2012 budget was
adopted, it will be necessary to transfer funds to the following budget:
