Stravia, pursuant to the provisions of Wyoming Statute 2-1-205 (1977 as amended), has filed in the District Court, Big Horn County, Wyoming, a verified application showing the facts in this action as required by law and asking that a decree establishing the right and title in the real property located in the Big Horn County, Wyoming, as described be- low, be entered by this Court: PUBLIC NOTICE Rocky Mountain Power (RM P) has received authority from the Wyoming Public Service Commission (Commission) to sell its undivided interest in its existing Windstar and Dave Johnston Substations in Converse County, Wyoming, to Black Hills Power (BHP). As part of the sale, RMP will replace a three mile section of the 230 kV transmission line between the two substations with a double circuit transmission line expected to be in commercial operation by June 30, 2011. RMP states that, after successful interconnection of BHP at the Windstar Substation, the purchase and sale agreement and the joint operating, ownership and maintenance agreement will allow BHP to deliver energy at 230 kV at the Windstar or Dave Johnston Substation. The expected sales price is $5.5 million, based on the replacement costs for these facilities and adjusted at closing for actual costs and expenses. RMP states it does not need the capacity associated with these facilities for load service or any other obligation to its customers and the sale will not adversely affect its customers.
