The Office of State Lands and Investments is accepting public
comment on the Workman proposed sale of 6.28 +_ acres of state
land located in Lot 37, T.56N., R.96W., Big Horn County. A complete

and Investments, Big Horn County Clerk and the Big Horn County
Library in Lovell. A Public Hearing will be held during the Big Horn

Northwest Rural Watr election
NOTICE OF SPECIAL ELECTION
The Board of Directors of the Northwest Rural Water District
("District") hereby gives notice that on Tuesday, the 8th day of May,
2012, between the hours of 12:00 o'clock noon and 6:00 o'clock p.m.,
an election will be held to fill three (3) upcoming vacancies for four (4)
year terms from Park or Big Horn County, Directors. One Candidate
from Big Horn County and two from either Park County or Big Horn
County will be elected. The names of all qualified candidates are as
follows:
John Enger (4 year term)
Jim Mentock (4 year term)
Colleen Tippetts (4 year term)
A person is qualified to vote in person or by absentee ballot if they: are
a U.S. citizen; are a bona fide resident of the District; will be at least
eighteen (18) years of age on the day of the election; is a registered
voter in the county in which they would be voting; are not currently
adjudicated mentally incompetent; and have not been convicted of a
felony, or is so convicted, have had their civil rights restored.
District residents living in Park County may only vote at the Barling
Room, Park County Courthouse, 1002 Sheridan Avenue, in Cody,
Wyoming. District residents living in Big Horn County may only vote
at the Big Horn County Lovell Annex, 355 E. 5th Street, in Lovell,
Wyoming.
Any District resident may vote by absentee ballot beginning April 13,
2012 up to 5:00 p.m. on May 8, 2012. Absentee ballots may be picked
up or requested from the District offÉce at 920 13th Street in Cody,
Wyoming, (307) 527-4426. Absentee ballots will only be counted if
they are received in the District office in Cody, Wyoming, by 5:00 p.m.,
May 8, 2012, or received at a voting location described above during
voting hours.
Within seven (7) days of the election, the election shall be canvassed
by a canvassing board drawn from the membership of the District and
the District Secretary pursuant to Chapter 16 of the Wyoming Election
Code of 1973, as amended, and W.S+ 22-29-114. The canvassing board
shall certify the returns of the election and file an abstract, which
constitutes the certification of the canvassing board with the County
Clerk for both Park and Big Horn Counties at the conclusion of the
canvassing board meeting. One candidate from Big Horn County and
two (2) other candidates receiving the most votes for each of the four
(4) year terms shall be elected and shall assume office June 1, 2012.

PUBLIC NOTICE
Rocky Mountain Power (RMP) has been given authority by the
Wyoming Public Service Commission (Commission) to reinstate
bill surcharges for its Category 1 and Category 3 Demand Side
Management (DSM) programs. Category 1 covers residential
customers taking service under Schedules 2 and 18. Category 3
covers RMP's large gen.eral service customers served under Schedule
33, 46T and 48. These surcharges are percentages of each customer's
total monthly bill added to the bill to support DSM programs. The
Category 1 DSM bill surcharge is 1.44%, and Category 3 DSM bill
surcharge is 0.40%. Both new surcharges are reduced from the pre-
suspension levels of 1.87% (Category 1) and 0.43% (Category 3). The
reinstated surcharges are effective March 1, 2012, and are subject to
notice, protest, intervention, possible hearing, refund, change, further
investigation and further order of the Commission.
RMP stated that reinstating these surcharges will ensure the
continued funding of cost effective DSM programs in Wyoming and
minimize customer rate impact by aligning surcharge revenues and
expenditures while they are near equilibrium.
This is not a complete description of RMP's application.
Customers with questions about how this application could affect their
electricity usage and bills should contact RMP directly for further
information. Interested persons may inspect the application during
regular business hours at PuMP's Wyoming service centers in Casper
(Casper Service Center and Casper Region Office), Cody, Evanston,
Laramie, Pinedale, Rawlins, Riverton, Rock Springs, and Worland.
The application and its supporting testimony and exhibits may also be

also available from RMP about the DSM programs being offered by
RMP to its Categories 1 and 3 customers.
