I was born in Seattle in 1966. When I was three days old I came home to Lovell with my parents, Lomand and Lorna Fowler. I have resided in Lovell since. I am a graduate of Lovell High
School and have two brothers, Ben and Matt, and one sister, Colleen. I am the father of two boys, Garet, 13, and Carstyn, 11A.
Heritage is a very strong implement for me and I would like to help make a difference in the town as my great-grandfather did. Ben Lomand Leithead was the sixth mayor of Lovell,
serving from 1915 to 1918.

A main reason I am running for mayor is that I feel there is a concern when focusing on budget and financial issues. I believe spending should be done with greater caution in order to
secure a promising future for the town and the people.

In growing up my dad, mom and grand dad would always say if you don't like the way things are going and you want to see change, step up to the plate. Listen to the people in what they
are saying, not what you think they are saying and/or mean.

With an open mind and being a Lovell native, I believe I am fair and honest and can make solid decisions. I have experience from being involved with the Lovell Riders Club and Search
and Rescue. I served as an officer for both organizations.
In life we all carry a toolbox around with us, within this toolbox are things we have learned in life. Talk with all people and not at them, listening to people, working with people. Have
all your ducks in a row before moving forward on issues, projects, etc. Position held with different companies; team leader, supervisor, manager, security guard and squad leader in the mili-
tary. These different positions offer different experience levels and leadership style. No situation is the same so one would be called to use the different leadership styles they carry in this
toolbox.
I would like to see the people lead their town and make decisions. I have been putting out surveys at area businesses asking the people what they would like to see happen in their town.
Stephen It has given me a lot of information and insight about the things that the people want acknowledged and addressed that have not been in the past.
Fowler After gathering surveys and talking to people, this is a list of some of the people want, and I agree with: better use of time of town employees, streets swept more often, better effort of
snow removal on side streets, aerial spraying for mosquitoes, all contracted work put on bid, town government not being a real estate agency, selling unused land that the town owns for
housing and business use, complete unfinished projects, being friendlier to the elderly and paving Big Horn Avenue.

Changes that would be nice to see happen in Lovell: something that would keep our young people here, more things for the community, i.e. jobs, community center with a place to work
Garrett out, racquetball courts, outdoor areas to be finished (skate park, basketball court), housing, etc. With the council, I believe they should do more research when it comes to the items that are
Pike brought before them. No texting on cell phone during town meetings. When question and/or comments are made from the public there should not be laughter toward the one who is mak-
ing the comment and/or asking the question. Those in these meetings are from different walks of life and the council has no idea and/or knowledge of the people's background, i.e. what
they know, have done, and/or have researched.

With the tight budgets the town is facing, I would like to re-evaluate current and future budgets. I believe changes still need to be made in order for the town to be in better financial sta-
tus for today and the future.
Look over the books to find out if there is money being wasted on things that the community does not need. One of the things I am responsible for where I work is to compare costs
when it comes to spending the company's money on items. I would do the same thing here.

Out of control spending in many different areas is a major problem. I plan to address this problem by going through the budgets, finding out where money has gone, and placing cuts
that will benefit the town. ] want to incorporate a maintenance program for town equipment so it will last longer with minimal repairs.
Water and sewer rates is another big issue. If elected mayor, one of my top priorities will be looking into this issue and getting the rates reduced. I have looked at the other water rates in
the area and in other states, and Lovell is one of the highest I found.
