(MDU) authority to pass on wholesale natural gas cost increases of [i] $0.391 per decatherm (Dth) for Residential, Firm General Service and Small and Large Interrupt- ible customers, and [ill $0.383 per Dth for Seasonal customers. The proposed increases will affect all MDU customers in its Wyoming service territory, and the increases are proposed to be effective for usage on and "after September 1, 2012. The increases for all classes of customers are due to higher projected wholesale natural gas costs. The proposed pass-on will result in an estimated net increase of ap- proximately $36,500 in MDU's revenues for September 2012, based upon estimated sales volumes for the month. The proposed change in rates is subject to notice, protest, intervention, refund, opportunity for hearing and such other orders as the Commission may deem appro- priate. MDU's current and proposed rates for its Residential custom- ers, in dollars per Dth, are: Tariff Item Current Rate Purchased Gas Cost $3.584 Amortized CBA 0.081 Non-Core Revenue Credit (0.106) Total Purchased Gas Cost $3.559 Distribution Delivery Charge 0.633 Total Gas Cost $4.192 Proposed Net Rate Change $3.975 $0.391 0.081 0.000 (0.106) 0.000 3.950 $0.391 0.633 0.000 $4.583 $0.160 The average Residential customer using 3.4 Dths in September 2012 may expect an increase of $1.33 or about 5.0% before taxes. Commission's Rules 249 and 250 allow a utility to pass on to its customers known or prospective wholesale commodity cost increases or decreases, subject to public notice, opportunity for hearing and re- fund.
