OF REPORT AND ASSESSMENT AND AUTHORITY FOR
THE FINANCING, PLANNING, DESIGN AND CONSTRUCTION
OF HYDROELECTRIC POWER
GENERATION FACILITY AT LOWER SUNSHINE DAM
NOTICE IS HEREBY GIVEN that a hearing has been set for 11:30 oiclock
a.m. on the 23rd day of September, 2010, at the District Courthouse
in Basin, Wyoming, for the purpose of hearing the Petition of Greybull
Valley Irrigation District for authority to execute agreements with the
Wyoming Water Development Commission and secure financing of up
to $476,000.00 for Phase I and Phase II of the design of the Lower
Sunshine Dam hydroelectric facility (the iProject) and authorizing the
Distdct to levy an assessment at such time as payments are required
to be made for repayment of the sums advanced by the Wyoming
Water Development Commission for Phase I of the Project and, if
deemed appropriate, Phase II of the Project; and further requesting the
Court to authorize the Greybull Valley Irrigation District to pursue the
financing, design and construction of the Project and ultimate sale of
electrical power. The general description of the proposed works will be
a hydroelectric facility with turbines to generate electric powers situate
at the outlet works of the Lower Sunshine Dam. The description of the
lands that may be affected by the Petition include all lands situate within
the Greybull Valley Irrigation District. The complete legal description of
the Greybull Valley Irrigation District is attached to the Petition on file at
the District Courthouse in Basin, Wyoming.
All persons interested in the matter must appear at the time and place
set for the hearing and any person having an objection to the Petition
must file their objection in writing not less than five (5) days prior to the
date set for hearing. The objection must clearly specify the grounds of
the objection and be filed in the office of the Clerk of Court wherein the
report is filed. Any person objecting shall appear and show cause, if
any they have, why said irrigation district should not proceed with plans
and specifications for the planning, design, finance, construction and
work incidental thereto, necessary and required for the development,
distribution and sale of hydroelectric energy and power.
The Board of Commissioners believes that all lands within the Greybull
Valley Irrigation District will be benefitted by this Project and no lands will
be damaged. The estimated assessment to repay the maximum costs
allowable for Phase I design of the Project (not to exceed $150,000.00
for each of the separate storage reservoirs is as follows:
Upper Sunshine Reservoir Project: 50,166 acre feet will be
assessed in the amount of $0.0675 per acre foot of storage
capacity;
Lower Sunshine Reservoir Project: 53,379 acre feet will be
assessed in the amount of $0.0675 per acre foot of storage
capacity;
Greybull Valley Dam and Reservoir: 30,006 acre feet will
be assessed in the amount of $0 per acre foot of storage
capacity.
If Phase I of the Project is determined to be positive, Greybull Valley
Irrigation District intends to proceed with Phase II of the design of the
Project, which will include designand engineering to complete the
construction, which costs to be incurred by Greybull Valley Irrigation
District will not exceed the balance of the total appropriated design
funds, being $476,000.00, less the Phase I design costs which will not
exceed $150,000.00. The estimated maximum Phase II design costs
and estimated assessment, if necessary, to pay the Phase II design
costs of the Project for each of the separate storage reservoirs, is as
follows (using $326,000.00 to calculate the estimated assessment):
Upper Sunshine Reservoir Project: 50,166 acre feet will be
assessed in the amount of $0.147 per acre foot of storage
capacity;
Lower Sunshine Reservoir Project: 53,379 acre feet will be
assessed in the amount of $0.147 per acre foot of storage
capacity;
Greybull Valley Dam and Reservoir: 30,006 acre feet will
be assessed in the amount of $0 per acre foot of storage
capacity.

JEFFREY RIDING AND KIMBERLY RIDING, having mortgaged the
following described property unto CLEO ESTES, of Deaver, Big Horn
County, Wyoming, by mortgage dated May 1, 2009, and recorded
May 4, 2009, Document No. 993323, Book SD96, Page 730-732, in
the records of Big Horn County, Wyoming, and Cleo Estes, Trustee
of the George and Cleo Estes Revocable Living Trust dated July 16,
2009, as assignee of the above mortgage, currently holds the mort-
gage note and mortgage securing said note on the following described
property which is to be sold:
Lot 26, Lot 27, $1/2 of Lot 28 in Block 63 in the Original Town-
site of the Town of Deaver, Big Horn County, Wyoming.
The mortgagors have been mailed notice of intent to sell at their last

ming, 82421, more than ten (10) days prior to the date of first publica-
tion of this notice.
There remains due on the debt secured by the mortgage on the above
described premises an unpaid principal balance in the amount of
$39,115.94, together with interest accrued through July 23, 2010 of
$11,799.40. The total principal balance, together with accrued interest
as of July 23, 2010, is $50,915.34. There will continue to accrue inter-
est at the rate of $8.36 per day and all costs of foreclosure, includ-
ing a reasonable sum for attorney's fees, as well as other incidental
expenses, including property insurance, late fees and taxes or other
assessments if required to be paid.

LOVELL TOWN COUNCIL MINUTES
MINUTES OF THE TOWN COUNCIL SPECIAL MEETING HELD
SEPTEMBER 8, 2010 AT 12:00 NOON AT THE LOVELL FIRE
HALL.
Present: Mayor Bruce Morrison, Council Members: Scott AIIred,
Jodi Lindsay, Bruce Wolsey, Brian Dickson. Others present: Admin-
istrative Assistant Scott Campbell, Deputy Clerk Valerie Beal, Rick
Schroeder, Janet Koritnik.
With a quorum present, Mayor Morrison called the meeting to order
and introduced Scott Campbell as the new temporary Administrative
Assistant.
Discussion was held regarding the correspondence with DEQ re-
garding the Vegetative Material Open Burning Management Plan.
Councilman AIIred explained discussions with Police Chief Nick
Lewis and some concern about having the dispatchers responsible
to determine weather conditions. Wording changes were suggested
for the document. Councilman AIIred will submit the plan as dis-
cussed and refer future correspondence to Scott Campbell. Coun-
cil also discussed applying for an open burning permit for this fall.
Bruce Wolsey made a motion to apply for the setback waiver from
DEQ for open burning. Second by Scott AIIred. All in favor. Motion
passed.
Rick Schroeder made a request for a letter of support for North Big
Horn Hospital District. They are currently seeking funds in the form
of a grant from SLIB to build a new medical clinic. He explained their
facility master plan for future expansion. Jodi Lindsay made a mo-
tion to allow the Mayor to sign the letter of support for the clinic with
the amended change from "came" to "come" in the first line. Second
by Bruce Wolsey. All in favor. Motion passed.
Discussion was held regarding items of priority for Scott Campbell
to work on. Councilwoman Lindsay requested he review current
projects and open grants to bring them up to date. Reviewing the
master plan for discussion at a work meeting was also suggested.
Councilman AIIred reported on a traffic sign class that might be of
interest for the Police and Public Works Departments. Mr. Campbell
suggested finishing the west approach by the Welcome to Lovell
sign as a possible priority.
Scott AIIred made a motion to adjourn the meeting at 12:45 p.m.
Second by Bruce Wolsey. All in favor. Motion passed.

labor, materials, tools, equipment, transportation, and services

located at Washington Park in the Town of Basin, WY.
as called for in the Plans and Specifications for the WASHINGTON
PARK RESTROOMS Project #011003. Bids will be received at
Office of the County Clerk, County Courthouse ,420 West C Street,
P.O. Box 31, Basin, Wyoming 82410 until 3 P.M. Local Time, on the
30th day of September, 2010, at which time the bids will be publicly
opened and read aloud. All bids must be furnished on forms supplied
by Big Horn County. Sealed envelopes containing bids shall be
clearly marked WASHINGTON PARK RESTROOMS and shall show
the name and address of the Bidder on the outside. Bids which are
not prepared and filed in accordance with the Instructions to Bidders
may be rejected. Big Horn County reserves the right to reject any
and all bids and the right to waive irregularities in bids received.

bank, for not less than five percent (5%) of the total amount of such

Notice is hereby given that Big Horn County School District No. 2,
Lovell, Wyoming, has accepted the Work as complete, according to
the Plans, Specifications and rules set forth in the Contract between
the Big Horn County School District No. 2, Lovell, Wyoming, and
Jim's Building Service, Powell, Wyoming, for the Lovell High School
Phase One Construction Projects.
The above mentioned Contractor is entitled to final settlement.
Therefore, on the 27th day of October, 2010, being the forty-first
(41st) day after the first date of Advertisement, the Big Horn County
School District No. 2 will pay the above-mentioned Contractor the
full amount due under said Contract.
