PROPOSED AMENDMENTS
CONSTITUTIONAL AMENDMENT A
The adoption of the amendment will provide that the right to make
health care decisions is reserved to the citizens of the state of Wyoming.
It permits any person to pay and any health care provider to receive
direct payment for services. The amendment permits the legislature
to place reasonable and necessary restrictions on health care consis-
tent with the purpose of the Wyoming Constitution and provides that
this state shall act to preserve these rights from undue governmental
infringement.
CONSTITUTIONAL AMENDMENT B
The adoption of this amendment will recognize and reserve the heri-
tage of Wyoming citizens' opportunity to fish, hunt and trap wildlife,
subject to regulation and prescribed by law.
CONSTITUTIONAL AMENDMENT C
The adoption of this amendment would expand the authority of district
court commissioners. If the amendment is adopted, a district court com-
missioner could perform additional duties assigned by a district court
judge, subject to any restrictions the legislature may impose by law.
1% SPECIFIC PURPOSE SALES AND USE EXCISE TAX ELECTION
"Shall Big Horn County, Wyoming, be authorized to impose a one
percent (1%) Specific Purpose Sales and Use Excise Tax within the
County and collect $24,808,068, the proceeds from which and the
interest earned thereon to be used for funding the acquisition of land
(if necessary), the planning, engineering, construction, remodeling,
furnishing, equipping and supplying, and, to the extent necessary and
allowed by law, the payment of operation and maintenance, debt service,
and/or lease payments and, if necessary and/or available, to be used
to leverage or match federal and/or state grant funds, in the following
specified amounts and for the specified purposes:
i. (i) $2,629,022 to Basin- remodel the Town Hail Annex and refur-
bish the existing Town Hail into a Community Center; fund an
)3eration and maintenance account for the Community Center
00,000); remodel and provide equipment for the Basin Arts
Center; fund an operation and maintenance account for the Basin
Arts Center ($300,000); construct a transmission loop from
the north substation to the south substation; and add/upgrade
lighting and provide enhanced outdoor recreation facilities in
Town-owned park facilities and locations;
ii. $3,006,714 to Burlington- pave Poplar, Elm, Husky and Farmers
Streets;
iii. $2,645,909 to Byron - begin a sanitary sewer project, including
preliminary analysis and design, lagoon dredging, lift station and
improvements; chip and crack seal all streets in Town; improve-
ments in Memorial Park; and park and recreation improvements
in Town-owned parks;
iv. $3,457,722 to Cowley - resurface streets and install curbs and
gutters on corners of intersections;
v. $3,006,714 to Deaver - construct water transmission and distri-
bution line;
vi. $1,898,222 to Frannie- repair or replace irrigation ("raw water")
well and purchase a replacement for the Town's existing pick-up.
In the event there are remaining funds: (1) demolish the former
Legion building, landscape the demolished site, and pave or
gravel the adjoining parking area, and (2) construct a seasonal
use restroom in Fleming Park;
vii. $2,601,343 to Greybull- participate with Big Horn County School
District Number 3 in the construction or reconstruction/remodel
of a swimming pool; fund an operation and maintenance account
for the pool ($2,000,000);
viii. $3,307,386 to Lovell - construct a museum building; construct
restroom and concession facilities at the rodeo grounds; pave
dirt streets within the Town; and construct a cart barn at the
municipal golf course;
ix. $2,255,036 to Manderson - replace water lines and water tank?"
Bi Horn County_ School District Number -Bond Election
"Shall the board of Trustees of Big Horn County School District Number
3, State of Wyoming, be authorized to issue general obligation bonds of
the District in and aggregate principal amounts not to exceed $5,200,000
for the purpose of erecting, equipping and furnishing a new pool on
vacant land north of Greybull Elementary School, which project is in
excess of the statewide standards for adequacy of school buildings and
facilities, with not less than three percent (3%) of the bond proceeds
to be used for the creation of reserves or sinking funds for the main-
tenance and repair of the facilities constructed or otherwise acquired
through the bond issue; said bonds to mature within 21 years of their
respective dates, and to bear a maximum rate or rates of interest not
to exceed 5.25% per annum?"
NORTH BIG HORN SENIOR CITIZEN SERVICE DISTRICT TAX
"Shall the North Big Horn Senior Citizen Service Dis-
trict continue serving seniors with a maximum levy of
1 rail(not to exceed 1 mil) be imposed on the taxable property of the
district."
SOUTH BIG HORN SENIOR CITIZEN SERVICE DISTRICT TAX
"Shall the South Big Horn Senior Citizen Service Dis-
trict continue serving seniors with a maximum levy of
1 mil (not to exceed 1 mil) be imposed on the taxable property of the
district."

tion. Election Day registration is available at the polls. Identification is
required to register to vote. (Must have acceptable ID)
If you require assistance at the polls to vote by reason of sight
impairment, disability, or inability to read or write, a person of your
choice may give you assistance. If you have questions regarding the
accessibility of your polling place, please contact the County Clerk.
CANDIDATE OR COMMITrEE TO FILE STATEMENT
(W.S. 22.25-108 & 109)
All candidates, whether successful or not, are required by law, to
complete the "Statement of Receipts Only" reports. The completed
report must be returned to the County Clerks Office at least seven (7)
d the general election (no later than October 29, 2012).

All candidates must return each report, regardless if you have
receipts and/or expenditures (campaign contributions of any kind) or
not. If you have no receipts and/or expenditures, you need to complete
the candidate and office information on the first page, and mark the box
indicating no receipts and/or expenditures on the form and send that
page only to the County Clerks Office. Be sure to sign each report!
Every Candidate Campaign Committee and every Po-
litical Action Committee shall file a "Statement of Campaign
Receipts and Expenditures" by November 16, 2012.

ABSENTEE BALLOTS FOR THE GENERAL ELECTION
Absentee Ballots for the General Election may be requested at the
Big Horn County Clerks Office. The ballots will be available beginning
September 27, 2012. A qualified elector may apply for an absentee ballot
either in person, in writing, or by phone. The absentee ballot will be
mailed to the address given to the Clerk's Office, if the ballot is not to
be picked up by the elector.
The names of candidates will be rotated on the official ballots,
starting with Basin, the first district established by the County Commis-
sioners with the rest following in sequence. Therefore, the candidates
will not always appear in the order shown on the sample ballots.
