BHC Solid Wa_te District permit rnewal
PUBLIC NOTICE
In accordance with the provisions of the Wyoming Environmental
Quality Act and Chapter 1, Section 3(a) of the Solid Waste Rules and
Regulations, the Big Horn County Solid Waste District (District) has
submitted an application for a permit renewal with a major permit
amendment for the North Big Horn County # 2 landfill.
This facility currently provides for the disposal of municipal solid
waste and construction and demolition wastes which have been gen-
erated within northern Big Horn County. The approximately 79 acre
facility is located in a part of Lot 87, T56N, R96W, Big Horn County,
Wyoming. The proposed total volumetric capacity of this facility is es-
timated to be 2,140,000 cubic yards. The remaining life of the facility
is approximately 57 years.
The purpose of the major amendment is to allow the operator of this
facility to begin composting of dead animals, to accept petroleum
contaminated soil for disposal, and to increase the amount of waste
that may be disposed within the current footprint.
The Department of Environmental Quality (DEQ), Solid and Hazard-
ous Waste Division (SHWD) has determined that the permit applica-
tion is complete and technically adequate. DEQ's solid waste rules,
Chapter 1, Section 2 (b)(ii), requires that the applicant must provide
public notice that a draft permit has been issued, and inform the pub-
lic that there is an opportunity to comment on the draft permit before
it is issued in final form. The notice is also required to indicate that the
public may file formal written objections to issuance of a final permit.
This publication provides notice of those opportunities.
Copies of the permit application, the DEQ's review of the application,
and the draft permit can be viewed at the Big Horn County Public
Library, 430 W. C St., Basin, WY 82410, or at the Big Horn County
Clerk's office, 419 W. C St., Basin, WY 82410.
Any interested person has the right to either: provide comments on
the draft permit, which DEQ will consider prior to taking final action
on the permit application, or file formal written objections to the draft
permit. The period for providing comments, or filing formal written ob-
jections to the draft permit, shall begin on October 6, 2011, and end
on November 12, 2011. Any comments or formal written objections
must be received by 5:00 PM on the last day of the notice period.
Comments or formal objections must be submitted in writing to the
Department of Environmental Quality, John Corra, Director, 122 West
25th Street, Cheyenne, WY 82002. Formal written objections must
be accompanied by a statement of the facts upon which the objection
is based. If substantial written objections are filed, a contested case
hearing will be held by the Environmental Quality Council.
In accordance with the Americans with Disabilities Act, special assis-
tance or alternative formats will be made available upon request for
individuals with disabilities.

Alan J. Bair filed a civil action against you in the Lovell Circuit Court,
Fifth Judicial District, Big Horn County, Wyoming, Civil Action No. CV-

gence. This notice is given pursuant to the provisions of Rule 4(e)(3)

Cowley West End Water Project hid
ADVERTISEMENT TO BID
Notice is hereby given that the Town of Cowley will receive sealed
bids for the WEST END WATER PROJECT #PME-010806. The
work consists of furnishing all labor, materials, tools, equipment,
transportation, and services necessary for:
25,360 feet of water transmission line installation, 8,200 feet of
HDD pipe boring and miscellaneous work for the replacement of a
6" asbestos cement line with a 10" fusible PVC line and 12" HDPE
line in HDD bore sections, including the construction of a 450
square foot ICF concrete control building and all appurtenances
as called for in the Plans and Specifications for the WEST END WA-
TER PROJECT. Bids will be received at the Town Hall in the Town
of Cowley, 20 South Division, Cowley, Wyoming 82420 until 2 P.M.
Local Time, on the 20th day of October 2011, at which time the bids
will be publicly opened and read aloud. All bids must be furnished on
forms supplied by the Town of Cowley. Sealed envelopes contain-
ing bids shall be clearly marked WEST END WATER PROJECT and
shall show the name and address of the Bidder on the outside. Bids
which are not prepared and filed in accordance with the Instructions
to Bidders may be rejected. The Town of Cowley reserves the right to
reject any and all bids and the right to waive irregularities in bids re-
ceived. No bid will be awarded without first receiving funding agency
(WWDO) concurrence.
Each bid must be accompanied by a bid bond with sufficient surety

for not less than five percent (5)) of the total amount of such bid,
payable to and to be forfeite 'to, the Town of Cowley as liquidated
damages if bidder fails to enter into the contract within thirty (30)
days after award to bidder, or fails, at the time of executing the agree-
ment, to furnish a performance bond and a payment bond, each in
the amount of one hundred percent (100%) of the bid. Facsimile
(fax) or other copies of bonds are not acceptable. NO BID WILL
BE CONSIDERED IF NOT ACCOMPANIED BY SUCH BOND OR IF
NOT IN CONFORMANCE WITH THE PROVISIONS OF SECTION
15-1-113, W.S. 1977.
Project Completion date will be October 31 st , 2012. A complete set
of the Project Manual and Plans may be obtained after September
29, 2011 for a non-refundable fee of $75.00 from Pryor Mountain
Engineering, PO Box 671,708 Road 7 ½, Cowley, Wyoming, 82420.
