NOTICE OF APPLICATION
(Issued November 14, 2012)
Pursuant to the Wyoming Administrative Procedure Act and
the Wyoming Public Service Commission's (Commission) Rules, the
Commission hereby gives notice of the application of Rocky Mountain
Power (Rocky Mountain or the Company) for approval of a certificate
of public convenience and necessity (CPCN) to convert the Red Butte
Substation and existing 69 kV transmission line to 115 kV.
1. Rocky Mountain is a public utility as defined in W.S. § 37-
1-101(a)(vi)(C) which provides retail electric public utility service
under certificates of public convenience and necessity issued by the
Commission. Rocky Mountain is subject to the Commission's juris-
diction under W.S. § 37-2-112.
2. On November 9, 2012, Rocky Mountain submitted its appli-
cation seeking approval of a CPCN for the conversion of its existing
Red Butte substation and approximately 7.3 miles of 69 kV transmis-
sion line to 115 kV pursuant to W.S. § 37-2-205 and Sections 204 and
205 of the Commission's Rules. The substation is located in Township
33 North, Range 80 West in Section 15 which is west of Robertson
Road in Mills City, Wyoming. The existing transmission line that is
being converted transverses Natrona County adjacent to the Casper
Municipal Golf Course, Faith Assembly of God church, Sunrise Hills
Subdivision, Wyoming State Land, Garden Creek Subdivision, Wolf
Creek Subdivision, Wyoming Game and Fish Commission Land
and Office, North Platte River, River Vista Subdivision, Paradise Val-
ley Subdivision and Paradise Valley School, and adjacent roads S.W.
Wyoming Boulevard, Robertson Road and Highway 220 East. More
specifically, the transmission line begins at the Community Park sub-
station in Township 33 North, Range 79 West, Section 16, ending in
Section 15 at the Red Butte substation. The line is located on portions
of Sections 16, 19, 20, 21, 22, 28, 29, and 30 in Township 33 North,
Range 79 West, and portions of Sections 14, 15, 22, 23, 24, 25, and 26
in Township 33 North, Range 80 West.
3. According to Rocky Mountain, the conversion of the trans-
mission line and substation is needed due to customer load growth
and energy demands that have exceeded the current capabilities
of the Company's existing electrical system and the need to ensure
continued safe, adequate and reliable electric service in and around
Natrona County, Wyoming. The land upon which the substation and
transmission line is located is owned by Rocky Mountain and private
landowners with existing easements, with two locations where the
transmission line needs to be relocated. The total estimated cost of
the conversion is expected to be $9.6 million. Rocky Mountain states
that it may use operating cash flow, long-term and short-term debt
and, if necessary, equity capital to fund the project. The Company will
apply for rate base treatment in a Wyoming general rate case when
the project is completed and in service. Construction is estimated to
commence in June of 2013, and is estimated to be completed on June
30, 2014.
4. This is not a complete description of the application., Inter-
ested persons may inspect the application at Rocky Mountain s bust-
ness offices throughout Wyoming and at the Commission's offices in
Cheyenne, Wyoming, during regular business hours.
5. Anyone wishing to file a statement, intervention petition,
protest or request for a public hearing in this matter must do so in
writing filed with the Commission on or before December 14, 2012.
Any intervention request filed with the Commission shall set forth
the grounds of the proposed intervention or request for hearing as
well as the position and the interest of the petitioner in this proceed-
ing. Please be sure to mention Docket No. 20000-422-EA-12 in all cor-
respondence with the Commission.

PUBLIC NOTICE
The Wyoming Public Service Commission (Commission) has
given Montana-Dakota Utilities Co. (MDU) authority to pass on a
wholesale natural gas cost increase of $0.296 per decatherm (Dth)
for Residential, Firm General Service, Small and Large Interruptible
customers, and Seasonal Firm customers. MDU stated the proposed
revisions will affect all of its Wyoming customers, and are proposed
to be effective for usage on and after November 1, 2012. The pro-
posed pass-on will result in an estimated net increase of approximately
$87,231 in MDU's revenues for November 2012 based upon estimated
sales volumes for the month. The proposed rate changes are subject
to notice, protest, intervention, refund, opportunity for hearing and
such other orders as the Commission may deem appropriate. MDU's
current and proposed Residential customer rates stated in dollars per
Dth, are:

The average Residential customer using 11.8 Dths in November 2012
may expect an increase of $3.49 or about 6.0% before taxes. Actual
bills will vary with usage. Customers served under other rate sched-
ules should contact MDU for details on how the changes will affect
them.
Commission's Rules 249 and 250 allow a utility to pass on to its
customers known or prospective wholesale commodity cost increases
or decreases, subject to public notice, opportunity for hearing and re-
fund.
MDU's application is on file in its Wyoming business offices and
at the Commission's office in Cheyenne, Wyoming, and may be in-
spected by any interested person during regular business hours.
Anyone desiring to file a public comment, statement, protest, in-
tervention petition or request for a public hearing in this matter must
file with the Commission in writing on or before December 10, 2012.
