ORDER TO SHOW CAUSE
A Petition for Order to Show Cause having been filed herein pur-
suant to Section 7-2-105 of the Wyoming Statutes, requesting that the
Court set a time and place for hearing on said Petition for the reason
that Plaintiff is in possession of certain items of personal property
and/or contraband which have been seized or delivered to the Lovell
Police Department, which property is now considered as being either
lost, mislaid, abandoned and/or unclaimed, and/or the possession of
which is unlawful, and as such, Plaintiff is seeking an entry of a Judg-
ment of Forfeiture to allow for the forfeiture and sale at public auc-
tion, destruction and/or the transfer to the use of the Lovell Police
Department said items of personal property described in Exhibit "A"
attached to said Petition;
IT IS THEREFORE HEREBY ORDERED that all interested par-
ties shall appear at the Courtroom at the Lovell Annex, 355 East Fifth
Street, Lovell, Wyoming, on Monday, January 28, 2013, 11:00 o'clock
a.m., then and there to show cause, if any, why this Court should not
enter a judgment of forfeiture concerning the items of personal prop-
erty described in Plaintiff's Petition which is in possession of the Town
of Lovell Police Department, which personal property has been lost,
mislaid, abandoned, unclaimed, and/or the possession of which is
unlawful, and further allowing the City of Powell Police Department
to either forfeit and sell, destroy and/or transfer to the use of the City
of Powell Police Department all of the subject seized property, as is
more particularly described on Exhibit A of Plaintiff's Petition.

for review at the Clerk of Circuit Court, Lovell Annex, 355 East Fifth
Street, Lovell, Wyoming, Lovell Police Department or Sandra Siel

Notice is hereby given that the Lovell Irrigation District, Lovell,
Wyoming will receive sealed bids for the procurement of materials
necessary for:
Construction of a 2700 ft buried irrigation line which includes
700 feet of 60" pipe, 2000 feet of 48" pipe, 40 feet of 12" pipe, 2700 feet
of trace wire, 2-18", 2-15", 2-12" C.I. Slide Gates and miscellaneous fit-
tings located near Lovell, WY, as called for in the Plans and Specifica-
tions for the LOVELL IRRIGATION DISTRICT, BENCH LATERAL
REHABILITATION PHASE III PROJECT#PME-111205. Bids will be
received at Big Horn County Annex Building IN Lovell, WY until 4
EM, Local Time, on the 3rd day of January 2013, at which time the
bids will be publicly opened and read aloud. If bids are to be mailed,
mail to: Pryor Mountain Engineering, EO. Box 671, Cowley, WY
82420. If hand delivering, deliver to: Big Horn County Annex Build-
ing, 355 E 5th Street, LoveU Wyoming. All bids must be furnished on
forms supplied by Lovell Irrigation District. Sealed envelopes contain-
ing bids shall be clearly marked LOVELL IRRIGATION DISTRICT,
BENCH LATERAL REHABILITATION PHASE III PROJECT #PME-
111205 and shall show the name and address of the Bidder on the
outside. Bids which are not prepared and filed in accordance with
the Instructions to Bidders may be rejected. Lovell Irrigation District
reserves the right to reject any and all bids and the right to waive ir-
regularities in bids received.
Each bid must be accompanied by a bid security with sufficient
surety for not less than five percent (5%) of the total amount of such
bid, payable to and to be forfeited to, the Lovell Irrigation District as
liquidated damages if bidder fails to enter into the contract within thir-
ty (30) days after award to bidder, or fails, at the time of executing the
agreement, to furnish a performance bond and a payment bond, each
in the amount of one hundred percent (100%) of the bid. Facsimile
(fax) or other copies of bonds are not acceptable. NO BID WILL BE
CONSIDERED IF NOT ACCOMPANIED BY SUCH BID SECURITY
OR IF NOT IN CONFORMANCE WITH THE PROVISIONS OF SEC-
TION 15-1-113, W.S. 1977.
The Contract shall be let to the responsible certified resident
making the lowest bid, if the certified resident's bid is not more than
five percent (5%) higher than that of the lowest responsible nonresi-
dent bidder (Wyo. Stat. 16-6-101, et seq.). Resident for this purpose
means a person, partnership, limited partnership, registered limited
partnership, registered limited liability company or corporation certi-
fied as a resident by the Department of Employment prior to bidding
upon the Contract and meeting the further criteria in W.S. 16-6-101,
et seq. A resident bidder shall submit a copy of its certificate of resi-
dency with its bid.

The Town of Byron will receive sealed bids until 2:00 P.M. local
time on January 21, 2013 at Byron Town Hall, 35 S. Pryor Street, Byron,
