MINUTES OF THE TOWN COUNCIL SPECIAL MEETING HELD
DECEMBER 21, 2010 AT 12:00 NOON AT LOVELL TOWN HALL.
Present: Mayor Bruce Morrison, Council Members: Brian
Dickson, Bruce Wolsey, Scott AIIred, Jodi Lindsay. Others present:
Administrative Assistant Scott Campbell, Deputy Clerk Valerie
Beal, Kevin Jones, Sue Taylor, David Peck, Stephen Welling, Mike
Calvin.
With a quorum present, Mayor Morrison called the meeting to order.
Administrative Assistant Campbell introduced a profession service
agreement between the Town of Lovell and Northern Industrial
Hygiene, Inc. for conducting a limited hazardous material inspection
at the old hospital building located on 10th Street, Discussion was
held regarding wording changes suggested by legal counsel. Bruce
Wolsey made a motion to approve the agreement between the
Town and Northern Industrial Hygiene in the amount of $1,580.00
for inspecting and sampling at the old hospital building with the
condition that the wording changes from legal counsel are completed
and verification is received from Eldercare allowing inspection in the
building. Second by Jodi Lindsay. All in favor. Motion passed.
Administrative Assistant Campbell introduced a professional service
agreement between the Town of Lovell and Northern Industrial
Hygiene, Inc for the preparation of asbestos design documents
for the Lovell, Inc building located at 142 E. 3rd Street. Sue Taylor
explained prior findings on the building floor tiles, baseboards and
roofing. It is necessary to have the design work completed before
hiring an abatement contractor. Scott AIIred made a motion to enter
into the agreement with Northern Industrial Hygiene proposal #10-62
for preparation of abatement design documents not to exceed $2,600
with the condition that the wording changes from legal counsel are
completed. Second by Bdan Dickson. All in favor. Motion passed.
The proposed walking path to Foster Gulch Golf Course was opened
for discussion by Mayor Morrison. He reported American Colloid
had volunteered to maintain the path for ten years. He also reported
possible interest and support from the North Big Horn Hospital
Foundation. Mike Calvin with Pryor Mountain Engineering reported
they would be willing to prepare the grant package as in-kind labor.
He also discussed breaking phase one of the project into two parts
so the underpass could be included in upcoming highway planning
by Wyoming Department of Transportation. Concern was expressed
for keeping the underpass safe and free from vandalism. Acquiring
property easements along the path design were discussed. Council
requested verification of possible project costs, funding sources
without using town funds and sponsor responsibilities if consenting
to administer the grant for discussion at the January 11th meeting.
Discussion was also held regarding the need for an agreement with
American Colloid for their volunteered maintenance. Brian Dickson
made a motion to table discussion on the walking path until the next
meeting. Second by Bruce Wolsey. All in favor. Motion passed.
